Our Approach
Straughan provided critical environmental permitting and compliance services for Baltimore Gas & Electric Company’s (BGE) pole relocation project at the Jessup Correctional Facility in Anne Arundel County, MD. Following a wetland delineation that identified two wetlands and three waterways, Straughan supported the project’s Maryland General Permit No. 20-CP and Stormwater Pollution Prevention Plan (SWPPP) by conducting bi-weekly inspections across 22 miles of BGE’s right-of-way. Straughan worked closely with BGE’s Environmental Management Unit (EMU) and contractors to monitor Best Management Practices (BMPs), identify potential stormwater releases, and ensure compliance with erosion and sediment controls, natural resource barriers, and Stream Protection Zone (SPZ) maintenance requirements.
During construction, Straughan played a pivotal role in identifying trigger events, recommending BMP modifications, and coordinating turbidity monitoring to prevent environmental impacts. In one instance, Straughan addressed an inadvertent release within a jurisdictional wetland caused by horizontal directional drilling (HDD) operations, providing corrective measures and ensuring compliance with the Notice of Intent (NOI) permit. In another scenario, Straughan identified impacts to wetlands and waterways outside the approved design plan limits, alerting BGE’s EMU team, tracking post-impact conditions, and recommending BMPs to mitigate further disturbances. Through detailed reporting and proactive collaboration, Straughan ensured the project adhered to Section 401/404 permits and maintained environmental stewardship throughout its execution.
