Environmental Services for the I-95 Express Toll Lanes Project

Straughan Environmental provided a full range of environmental permitting, environmental site design, and design review services for this multi-year, $1.1 billion project being carried out by the Maryland Transportation Authority (MDTA) to add eight miles of Express Toll LanesSM on Interstate 95 north of Baltimore. Early in the project Straughan worked with the U.S. Army Corps of Engineers (USACE) and the Maryland Department of the Environment (MDE) to develop an innovative permitting approach that would support the project’s ambitious schedule without compromising the permitting agencies’ responsibilities to safeguard environmental resources.

Straughan prepared the corridor-wide wetlands and waterways permit application and coordinated its review with the permitting agencies. Concurrently Straughan also obtained forest permits from the Maryland Department of Natural Resources (DNR). During the design phase of the project, Straughan’s technical experts reviewed highway design plans to ensure permit conditions were met, and developed recommendations to reduce or avoid impacts to streams, wetlands, and forests. Straughan also reviewed the designs for highway noise barriers to ensure noise abatement commitments were met and compiled noise barrier design data to support project reporting and public outreach efforts.

Throughout design and construction, Straughan maintained close coordination with USACE, MDE, and the Maryland DNR to track and report on environmental impacts and address compliance issues. Straughan was also the lead designer for the project’s principal mitigation site, consisting of 183 acres of undeveloped land purchased by MDTA and used for stream restoration, wetland creation and preservation, and forest conservation. Straughan conducted initial wetland delineations and stream geomorphic studies on the site, developed conceptual designs for the mitigation site, and prepared the detailed design for restoration of a 1,400-foot stream reach on the site.

Throughout the project, Straughan provided dedicated staff to carry out public outreach efforts for this complex project which required on-going communications with local community groups, drivers using the highway, and neighborhoods and businesses affected by the construction activities.
