Web Developer

Background:

The Global Change Information System (GCIS), managed and curated by U.S. Global Change Research Program (USGCRP), is an open-source, web-based metadata management tool that serves as a key access point to supporting information for assessments, reports, and tools produced by the USGCRP – and the native data underpinning all of them. It links together a network of information, including organizations, datasets, and research, especially those products maintained and disseminated by government agencies and organizations.  The USGCRP coordinates and integrates global change research and supporting activities conducted by 13 Federal Agencies and Departments.

GCIS is currently a Perl 5 based application housed in Amazon Web Services (AWS) with PostgreSQL. The application currently supports a native web front end, metadata services in sibling websites within GlobalChange.gov via API, and metadata ingest from partner workflow tools via API.

Position Overview:

The Web Developer will have primary responsibility for two elements of the GCIS project: maintenance and modernization. Originally developed in 2014, the tool is slated for modernization and rebuild. The candidate will be responsible for evaluating and selecting a modern web framework (e.g. Rails, NodeJS, Django, etc) and subsequent development to port existing GCIS functionality into the new framework.  Additionally, modernization of GCIS will be performed in close coordination with the modernization of the workflow platforms used in production of National Climate Assessment (NCA) products, which will require ongoing collaboration with the NOAA Assessments Technical Support Unit (TSU) in Asheville, NC.

The developer will also be responsible for maintenance of the existing tool during the modernization process and the new rendition after deployment. This includes but is not limited to fixes, health monitoring, support of the AWS environment, updating and improving scripts, and supporting connection to partner systems.

As part of the GCIS team, the Web Developer will collaborate with the GCIS Team Lead, Data Manager and other staff in the USGCRP National Coordination Office (NCO). Since GCIS requires integration with tools created by remote partners, collaborating remotely will be necessary, and regular travel likely. The Web Developer must be a self-starter and must manage time effectively while working on concurrent projects.

Key Responsibilities:

  • Performs the primary software development for the maintenance and modernization of GCIS.
  • Coordinates improvement and integration with developers of partner systems.
  • Maintains GCIS web frontend, https://data.globalchange.gov.
  • Maintains and implements enhancements to the RESTful API service provided by GCIS.
  • Maintains and implements design modifications for the GCIS system database.
  • Maintains the underlying AWS architecture.
  • Collaborates with the GCIS team and other USGCRP staff to identify evolving functional requirements for GCIS.
  • Maintains system development schedule and oversee progress to ensure timely delivery,escalating issues to program management when necessary.

Basic Qualifications:

  • B.S. degree in Computer Science, Information Systems or equivalent experience.
  • 5+ years of system development experience.
  • Expert in software engineering methodologies and web development languages such as Perl, Python, Ruby, and JavaScript.
  • Experience with web application frameworks.
  • Experience with version control best practices and tools such as Git (preferred), SVN or Mercurial.
  • Experience command line scripting, either Shell or Perl.
  • Experience with relational database management systems (PostgreSQL).
  • Demonstrated expertise building systems incorporating web services and RESTful protocol APIs.

Primary Responsibilities:

  • Lead wetland delineations and monitoring (vegetation, soils, and hydrology).
  • Lead Forest Stand Delineations, Forest Conservation Plans, and other plant community evaluations.
  • Assist with stream assessments and restoration monitoring (stream pattern and profile).
  • Assist with water quality monitoring (water chemistry, groundwater, stormwater, and biology).
  • Summarize data and write technical reports.

Straughan Environmental is seeking a suitable candidate to fill in the role of a senior environmental engineer, responsible for overseeing environmental compliance programs at a major federal facility.  The successful candidate will be responsible for evaluating potential environmental impacts of proposed new projects and developing effective mitigation measures to address those impacts.  Responsible for evaluating proposed facility and research projects to determine potential environmental issues or constraints that must be addressed during the life cycle of the project (i.e., design, construction, operation, and closure), including communications (e.g., notifications) with regulatory agencies.  Responsible for overseeing compliance with environmental permits, laws, and regulations for regulated petroleum, oil, and lubricant storage at a major federal facility, including periodic inspections and required reports; assists in preparing, updating, and managing compliance with the site’s Integrated Contingency Plan; and provides support to other on-site environmental compliance programs as needed, including support for on call spill response lead with necessary training.  This role will also significantly contribute to JSC’s Environmental Management System (EMS) program.

The successful candidate must have demonstrated experience in evaluating complex projects to identify environmental impacts and concerns; developing engineering solutions to mitigate such impacts, and the ability to communicate effectively, both verbally and in writing, with clients, peers, and other contractor organizations. Must have excellent organization and written communication skills.  Experience in project/program management is a plus.  Must have minimum of 5 years of relevant experience. Must have demonstrated a working knowledge of Federal and Texas environmental regulations.  Must be competent in the use of all elements of Microsoft Office Professional.

Archeological Field Technician

Straughan is currently seeking on call archaeological field technicians, local to the Baltimore/Washington region, to join our Sustainable Design Team for work on primarily local projects.

Responsibilities will include completion of Phase I, II, and III archeological fieldwork, and may also include report documentation tasks.

Desirable candidates will have experience conducting pedestrian and sub-surface surveys in the mid-Atlantic and will be familiar with prehistoric and historic archeological resources commonly found in the Mid-Atlantic.

Field technicians will need to be able to carry field equipment, perform shovel test pits, and maintain accurate records of shovel test pits, excavation units and other survey conditions.

Work performed outside will be performed in variable weather conditions and may entail long days.  This is an entry level position.

Minimum Qualifications:

  • 1-5 years of experience.
  • Bachelor’s Degree in Anthropology, Archeology or related field.
