Policy Development and Noise Analysis for the Dulles Toll Road Highway

The Airports Authority is developing long range plans to replace/construct sound walls at locations along the Dulles Toll Road between the Dulles International Airport to I-495. To facilitate this, Straughan assisted the Authority with the development of a traffic noise policy in order to comply with the new CFR and which was approved by FHWA. This involved preparing the administration at the Authority for meetings with elected officials and public meeting involvement.

Straughan also performed a traffic noise analysis along 12 miles of the Dulles Toll Road. Proposed metro line rail sound levels were incorporated into the highway traffic noise analysis. The study included the identification of Noise Sensitive Areas within the project area, determined which areas are impacted by highway traffic noise and the effectiveness of existing highway traffic noise barriers. As part of this study, Straughan developed and optimized noise barrier designs for noise-impacted areas that met the Authority’s design goals. Straughan provided the Authority with a Program Management Report, describing the priority for design and construction. Straughan played an integral role in the Public Outreach for this high profile project, including creating displays, brochures, and FAQ Sheets, as well as participating in the Public Meeting.
