Comprehensive EMS for the State Highway Administration

Straughan provided on-site program management in the implementation and ongoing development of a comprehensive Compliance Focused Environmental Management System (EMS) for the MD State Highway Administration. Initial focus was bringing the 120+ modal support facilities into compliance with federal, state and local regulatory requirements thereby supporting the founding principles of the EMS. Education of administration staff on the benefits of an EMS and culturing an atmosphere of continued environmental improvement was a key factor of this effort along with benchmarking and establishing an effective feedback/reporting loop.  Straughan also managed the Administration’s Waste Management Program as well as the Water and Waste Water Program.  Additionally, Straughan managed illicit discharge and detection elimination (IDDE) requirements per SHA’s municipal separate storm sewer system (MS4) permit.  Ongoing development of the EMS expanded all programs beyond initial compliance with the goal of implementing continual environmental improvement.
