Straughan is currently seeking an Asbestos Program Lead (ECS III) to join our team.

Manages the JSC Asbestos Program.  Responsible for the annual building condition assessments of asbestos-containing materials throughout JSC.  Prepares asbestos abatement/building demolition notifications to the Texas Department of State Health Services.  Provides general oversight of all asbestos related activities on JSC.

Provides support to other programs such as Air, Water, and Petroleum/Oils/Lubricants (POL), including acting as primary technical backup for the POL program.  Will also assist in the review and evaluation of new and revised programs and projects at JSC.

Education and Experience Requirements:

BS in Environmental Science, Chemistry, Geology, Hydrogeology, Biology, or similar, plus a minimum of 5 years of experience in asbestos management.

Possession of current accreditation as Asbestos Supervisor Contractor, Asbestos Project Designer, Asbestos Manager/Planner, and Asbestos Building Inspector is required.

Advanced degree and/or additional experience is a plus.

Straughan is currently seeking an Senior Compliance Specialist – Water Lead to join our team.

The Senior Compliance Specialist – Water Lead will be the Media Lead/Subject Matter Expert (SME) for Water Quality Compliance at NASA Johnson Space Center.

Significant expertise required in National Pollutant Discharge Elimination System (NPDES) and Texas Pollutant Discharge Elimination System (TPDES) stormwater compliance including all areas/aspects of:

  • Multi-Sector General Permit (MSGP) for industrial stormwater discharges (managing permits for multiple locations simultaneously);
  • Municipal Separate Storm Sewer System (MS4) stormwater permitting as a Level 2 Phase II Small MS4 (as a federal facility); and
  • Construction General Permit (CGP) for stormwater discharges from construction activities (including multiple CGPs simultaneously).

Ensure all activities (including inspections and monitoring) are performed in accordance with MSGP/MS4/CGP permitting requirements, and develop/prepare all required documents and submittals, including Storm Water Pollution Prevention Plans (SWPPPs), Storm Water Management Programs (SWMPs), Discharge Monitoring Reports (DMRs), etc., for submittal to regulatory agencies.  Additional expertise in managing discharges to Total Maximum Daily Load (TMDL)-impaired bodies of water is required.

Significant expertise required in federal, state, and local wastewater compliance.  Expertise required in Categorical Industrial User pretreatment discharges (40CFR403), with laboratory expertise in approved laboratory analytical methods (40CFR136).

Significant expertise required in federal and state Public Water System/potable water compliance.  Proficiency required in developing Drinking Water Monitoring Plans, including but not limited to Nitrification Action Plans, and monitoring/reporting of required analytical samples.  Provides oversight of multiple other groups and personnel to ensure compliance with drinking water standards, including Backflow Prevention Assembly program.

Senior-level leadership of staff coordinating Environmental Management System (EMS) activities.  Required experience includes auditing according to ISO14001.

Significant experience required in spill response, including leadership of other staff during response activities involving waters of the state.  SME-level experience with reporting of spills with water impact (including both stormwater and Sanitary Sewer Overflows).

Senior-level support of Spill Prevention Control and Countermeasure (SPCC) and Petroleum, Oils, and Lubricants (POL) programs.

Requirements

  • B.S. in Engineering or Chemistry.
    10+ years or more of water quality compliance experience.
    Auditing certifications in ISO9001 and ISO14001, with a minimum of 10 years of auditing experience.
    NIMS training for incident/spill response.
    OSHA 40-Hour HAZWOPER.

Straughan is currently seeking an Air Program Lead to join our team.

Air Program lead, responsible for the overall Air Program compliance. Serves as the POC and continuously works with the government counterpart to keep them updated. Duties include, but not limited to:

  • Plan and organize program work, manage workload, and keep track of on-going project work to ensure the program fulfills contract performance work statement and meet/exceed performance metrics. Plan and coordinate meetings with to update government counterpart.
  • Serve as POC and Subject Matter Expert on all air related environmental aspects at JSC, provide guidance and support to government and other organizational entities on-site with regards to routine operations, process changes, and emerging issues.
  • Manage one Federal Title V Air Operation Permit, Two State New Source Review permits, and over 60 State Permit-By-Rules.  Deliver permit revision and renewal for existing emission sources, and prepare permit registration for new emission sources.
  • Coordinate with and engage government entities and other facility contractors in project work affecting air programs. Provide consultations to the government on rule interpretation, risk assessment, and cost-effective mitigations. Support CHP project, help environmental program establishment and develop tools for sustainable compliant operations.
  • Responsible for delivering all regulatory and NASA specific reports, including but not limited to: Title V reasonable inquiry and deviation reports, EPA boilers compliance reports, State NOx Cap &Trade report, Agency notification of monthly maintenance activities, GHG emission report, and ODS report. Prepare majority of these reports while provide QA/QC on work prepared by other personnel. Manage document control and retention in accordance with regulatory recordkeeping requirements and NASA internal policy.
  • Responsible for the completion of periodic monitoring and inspections of air emission sources (including but not limited to: Quarterly Visible Emission Observations on over 40 operating sources, Monthly Opacity Reading for maintenance activities, and Annual Air Source Tag inspections of over 100 sources). Provide technical supervision and work intervention to personnel performing inspections.
  • Provide assistance upon request/IDIQ for the government. Peer review external and internal correspondence prepared by the government counterpart, when needed.  Serve as technical and administrative resource in external and regulatory agency inspections.
  • Maintain air emissions database, update operation data, and modify the database for process changes. Review and update Work Procedures for program tasks to follow regulatory requirements and internal standards. Lead personnel in site Spill Response On-call rotation.

Environmental Design Intern

Straughan is currently seeking a talented and motivated Environmental Design Intern to join our Environmental Design Team.

The Environmental Design Intern would be working primarily with Professional Engineers and Environmental Analysts on a variety of projects.  They may have the opportunity to work with Sustainable Design group on traffic noise analysis, air quality analysis, roadway planning and design, LEED certification, and sustainability planning.  They may have the opportunity to work with our Water Resources Engineering group on hydraulics and hydrology analysis, stormwater management design, drainage design, erosion and sediment control design, and stream restoration. They may have the opportunity to work with our Planning group or with Environmental Scientists in our Natural Resources division as well. Internship could possibly extend through fall semester of 2018.

Qualifications:
Required

  • Must be available for full work days.
  • A registered student at a university majoring in either Civil Engineering or Environmental Engineering
  • Completed all sophomore level engineering coursework
  • CAD experience, preferably MicroStation
  • Proficient in Microsoft Word and Excel
  • Ability and eagerness to perform field work such as wetland and stream delineations, geomorphic assessments, traffic noise data collection, and general business support tasks. Fieldwork may involve walking through wooded areas, working alongside of roadways and carrying field equipment.

Desirable candidates will have experience conducting pedestrian and sub-surface surveys in the mid-Atlantic and will be familiar with prehistoric and historic archeological resources commonly found in the Mid-Atlantic.

Field technicians will need to be able to carry field equipment, perform shovel test pits, and maintain accurate records of shovel test pits, excavation units and other survey conditions.

Work performed outside will be performed in variable weather conditions and may entail long days.  This is an entry level position.

Minimum Qualifications:

  • 1-5 years of experience.
  • Bachelor’s Degree in Anthropology, Archeology or related field.

Desirable Qualifications:

  • Completion of an archeological field school within the Mid-Atlantic.
  • Well-developed interpersonal, organizational and communication skills.
